The Low Carbon Enterprise Fund, chaired by Robin Bidwell, was established to provide financial and technical support for small enterprises and entrepreneurs in emerging economies who are developing innovative low carbon technologies such as solar, hydro and bio-fuels. The Fund also provides finance for projects seeking to curb deforestation.

The Fund is supported by generous donations from a variety of sources. ERM (the consultancy) also provides pro-bono technical and administrative time to allow the Fund to identify, evaluate and support low carbon activities.
